Parliament sets up committee for election legislation reform

Podgorica, (MINA) – The Montenegrin Parliament adopted on Tuesday a decision establishing the Committee for Reform of Electoral and Other Legislation, which was reportedly tasked with optimizing the overall environment for future elections.

The decision was passed by 56 votes in favor, from the ruling coalition, Democratic Bloc (DF) and the SDP, with abstentions from independent MPs Aleksandar Damjanovic, Goran Danilovic, Goran Radonjic and Anka Pavicevic and LP MP Andrija Popovic.

The decision will take effect on the day of publication in the Official Gazette of Montenegro.

The Committee has been set up to implement the OSCE/ODIHR recommendations issued following the 2016 elections and last year’s presidential elections, as well as the recommendations from the European Commission’s report.

The new parliamentary body will include 14 members, seven from the ruling majority and as many from the opposition.

Every parliamentary group has got one seat in the Committee, while the remaining seats have been distributed in proportion to parties’ strength in the parliament.

The Chair of the Committee comes from the biggest parliamentary group in the ruling majority, and their deputy is an MP from biggest opposition parliamentary group.

Representatives of the NGO sector and the academic community are allowed to participate as associate members with decision-making rights.

The Committee is obliged to draft and present to the Parliament proposals for amendments to laws and other legal acts, as well as proposals for other solutions, by 30 September 2019.
