Podgorica, (MINA) – NGO Green Home filed to the Parliament a petition for introduction of permanent moratorium on the construction of small hydropower plants in Montenegro, backed by more than 6,300 citizens.
Executive director of Green Home Natasa Kovacevic said that they expected the MPs to recognize the resentment of the citizens of Plav, Gusinje, Berane, Bijelo Polje, Niksic, Kolasin, savnik and Andrijevica.
She claims that majority of concessions granted by now for construction of small hydros in Montenegro were granted without valid grounds, proper documentation, strategic guidelines, and assessment of potentials and environmental impact.
Kovacevic reiterated that the European parliament concluded in November last year that majority of 80 small hydros in Montenegro are not planed, nor, those which have been already constructed, were in line with international conventions and the European legislation.
“Because of the violation of the European regulations and international conventions there are legal grounds for termination of all contracts”, said Kovacevic.
The petition requests suspension of further issuing and renewing existing permits, based on the requests which have already been filed, until the Strategic assessment of environmental impact for all granted small hydro projects is not completed.
