Niksic, (MINA) – Montenegro currently lacks the human and financial resources for meeting the commitments under Chapter 27 on environment and climate change, which is why efforts need to be invested to improve those capacities, the NGO Niksic Association of Young Environmentalists has stated.
Executive director at the NGO Miodrag Karadzic told Mina that human capacity building and the allocation of adequate funds are urgently needed in order to meet the demanding requirements of the EU accession talks under Chapter 27.
He describes as problematic that many legal documents are being passed in the Parliament using the summary procedure, without adequate public hearings and with insufficient coordination among the stakeholders.
Karadzic claims that there is no clear vision when it comes to funds and the way of financing the commitments under Chapter 27.
“Capacities are lacking at all levels and structure, while the competences between ministers in certain sub-chapters, such as water quality, are intertwined, which additionally completes the whole work,” he said.
