Government adopts plan for implementing Council of Europe media sector recommendations

Podgorica, (MINA) – The Government has adopted a plan for the implementation of recommendations from the Media Sector Inquiry for Harmonization with the Council of Europe and European Union Standards, drafted under the Council of Europe’s JUFREX project.

Minister of Culture Aleksandar Bogdanovic stated that the analysis included all the relevant legal instruments and institutional mechanisms safeguarding the freedom of expression.

According to a press release from the Ministry of Culture, the plan identifies the measures for implementing the Council of Europe recommendations that have been developed through interdepartmental coordination.

Those measures are intended to bring the Montenegrin media legislation in line with the standards of the Council of Europe and the EU, ensure institutional, financial and political autonomy of the national public broadcaster RTCG and encourage media pluralism by establishing the Media Pluralism and Diversity Fund.

In addition, the measures seek to ensure greater transparency of government advertising, guarantee freedom of expression in line with CoE and EU standards and secure media freedom and safety of journalists.

The plan also aspires to strengthen the institutional independence of the Agency for Electronic Media in line with the Audiovisual Media Services Directive adopted last October, as well as to enable financial sustainability of media self-regulation and to promote media literacy.
