Podgorica, (MINA) – Political decision can only be reached in the parliament, and parliament boycott is not a good recipe for solving problems, said OSCE Secretary general Thomas Greminger and called on opposition MPs to help strengthening the institutions.
Greminger said in an interview to Mina that Montenegro made progress in important fields such as peace and stability.
He remarked that Montenegro strengthened its institutions, in particular in the field of rule of law and democracy.
“The progress was not equally achieved in the whole region. Some countries made more progress, some less and Montenegro belongs to the countries that made more progress”, said Greminger.
According to him, the protests indicate that the progress achieved “cannot be taken for granted” and that more must be done.
“Peaceful protests are the part of democracy, but solutions for the questions asked by the protest participants should be discussed and reached in institutions that are envisaged for that”, said Greminger.
He called on the opposition to strengthen institutions and use them for necessary progress.
“The committee on reform of electoral and other legislation was formed in October last year, in accordance with our recommendations and it was a great job. Unfortunately, the boycott of the parliament is the reason why we haven’t got the two-third majority for passing decision”, said Greminger.
He added that it is shame not to pass some decisions, adding that it is in interest of Montenegro to create conditions for 2020 elections.
Speaking about media scene in Montenegro, he said that he noticed polarization, and stated that it is not favorable.
Greminger noted that OSCE will continue supporting media in their reforms by offering advice as it has always did.
“The public broadcaster should work without political influence and interference. That is crucial in democratic processes”, said Greminger.
