Electoral process integrity to be achieved through responsible behavior

Podgorica, (MINA) – it is possible to achieve integrity of electoral process in Montenegro through legal and responsible behavior of all its participants, said president of the State Electoral Commission (DIK) Djordjije Vukcevic.

In an interview to Mina he said that electoral ambience in Montenegro is characterized by mutual mistrust of all political stakeholders.

Vukcevic claims that it is indisputable that in the electoral process the side that is unsatisfied with the results seeks excuse not in themselves, but in the other side.

Often, the blame falls on the legislative framework, and the organs that carry out elections, above all DIK.

“I’m not saying that legislative ambience should not be changed, improved, since all relevant international representatives stated that parliamentary elections were carried out in democratic atmosphere, but also gave a series of recommendations to improve and amend electoral legislation”, said Vukcevic.

He sees forming of the parliamentary Committee for further reform of electoral and other legislation as one of important activities that can bring to improvement of the electoral process.

Considering that electoral legislation can be changed by two-third majority of MPs, and consensus of all parliament’s constituents, Vukcevic called on the Committee members to start working and put forward to the parliament solutions that everyone will accept.

“Thus trust in the electoral process will be restored”, DIK’s president stressed out.

Asked what he would do to improve trust in DIK and electoral process, Vukcevic claims that they will advocate for legitimate and transparent work of DIK, cooperation with all local and national organs, representatives of NGO sector and relevant international organizations, and presence of media in all DIK’s sessions.

He said that there was a lot of talk about decreasing the number of members and professionalize DIK, but he believes that exclusive professionalization would not contribute to improvement of its work and restoring trust in Commission’s work.
