Podgorica, (MINA) – The request to the Agency for Electronic Media (AEM) to introduce a restriction that would allow only the broadcasters who produce their program in Montenegro to sell commercial audiovisual content is not grounded in law, the AEM has stated.
The AEM Council considered a request submitted by three national TV broadcasters, Vijesti, Nova and Prva TV, for the AEM to ‘prescribe a requirement that only those who produce program in Montenegro, in a certain minimum percentage required for holders of national frequencies, may sell commercial audiovisual content’.
The three TV companies asked that Montenegrin broadcasters be protected from the fact that the Belgrade-based cable TV Pink M is selling their advertising products on the Montenegrin market.
According to AEM’s press release, the AEM Director and the Council hosted several meetings with representatives of the three national TV broadcasters.
The Agency, however, explains that the introduction of general or individual measures cannot be justified if they should constitute an inappropriate, disproportional or unlawful restriction of access to the Montenegrin AV market to domestic or foreign broadcasters.
“The request for the AEM to introduce a restriction saying that only those whose program is produced in Montenegro, in the required minimum percentage for holders of national frequencies, are allowed to sell commercial audiovisual content is not grounded in law,” the AEM concluded.
