Montenegro and Kosovo sign agreement on mutual recognition of electronic identification

Podgorica (MINA) – Montenegrin Minister of Public Administration Marash Dukaj, and his Kosovo counterpart Lulezon Jagxhiu, signed a bilateral Agreement on mutual recognition of qualified electronic trust services and electronic identification in Pristina on Friday.
According to the press release from the Ministry of Public Administration, this historic step formally removes digital barriers between the two countries, laying the foundation for modern and efficient cross-border cooperation.
The Ministry stated that the agreement guarantees equal legal effect of electronic signatures and electronic seals in both Montenegro and Kosovo.
“This means that Montenegro and Kosovo’s companies will now be able to conduct business immediately, without administrative barriers or complicated procedures,” the press release said.
Dukaj said that, by signing the agreement, Montenegro and Kosovo are formally erasing their digital borders.
“We are demonstrating that the Western Balkans can cooperate in line with the highest European standards. Digitalization is our fastest bridge to the EU”, Dukaj said.
Jagxhiu said the agreement represents an important step in advancing Kosovo’s digital transformation and strengthening bilateral relations with Montenegro.
The Ministry said that, by signing the agreement, the key obligations under the 2024–2027 Reform Agenda have been fulfilled, as well as the Action Plan for the Common Regional Market.
