Sarec with municipal leaders: ZOCG must be more involved in lawmaking

 

Podgorica, (MINA) – The Union of Municipalities  of Montenegro(ZOCG) should be more involved in the drafting of legislation, as this would facilitate its implementation, European Parliament Rapporteur for Montenegro Marjan Sarec said following the meeting with leaders of Montenegrin municipalities.

 

Sarec told the journalists that the discussion was constructive and that each municipal leader was able to present the challenges faced by their municipality.

 

 

He said that the municipal presidents were most concerned about the laws that are, or will be, adopted at the state level.

 

“It was very interesting to hear about the problems. They are mainly about laws concerning municipalities – laws on business companies, public procurement, local self-government, elections, forests, marine resources...” said Sarec.

 

He argues that ZOCG should be more involved in drafting of legislation.

 

“The main message is that the Association of Municipalities should be more involved in the preparation of the law that affect them. I got the impression that political affiliation is less important to them than the means of solving the citizens’ problems”, said Sarec.

 

Asked whether Montenegro could close the two chapters in the coming days, Sarec said that he would not make predictions, because he is not part of the negotiation process.

 

“But I hope that it is achievable and that it will happen, because that would be positive news, especially now after the Summit in Tivat, which was a major event and confirmed that Montenegro remains on the EU agenda and at the center of the enlargement process”, Sarec said.
