Importance of establishing the EMCS system

Podgorica, (MINA-BUSINESS) – The project “Upgrade of the National Excise Application into a Fully Functional EU Excise Movement and Control System (EMCS),” which has been launched, will enable electronic monitoring of the movement of excise goods under the duty suspension arrangement, the Customs Administration announced.
During the kick-off meeting held today at the Customs Administration, the project objectives, activity plan, working methodology, and expected results were presented.
“Particular emphasis was placed on the importance of establishing the EMCS system, which will enable electronic monitoring of the movement of excise goods under the excise duty suspension regime, improve control and data exchange, and contribute to more efficient implementation of excise legislation in line with the European Union acquis,” the tax authority stated in a press release.
The implementation of this project marks an important step in the digitalization and modernization of the Customs Administration’s operations, strengthening administrative capacities and fulfilling obligations arising from Montenegro’s EU accession process.
By launching this project, the Customs Administration is contributing to the activities carried out by the Ministry of Finance and the Tax Administration aimed at provisionally closing Chapter 16 – Taxation, as implementation of this system is one of the requirements under Benchmark 3 of Chapter 16.
