Radulovic: Tivat-Jaz boulevard functional for summer season

Podgorica, (MINA-BUSINESS) – Minister of Maritime Affairs and coordinator of the Ministry of Transport, Filip Radulovic, said the Tivat–Jaz Boulevard is now a functional and safe road and that traffic this summer will be significantly better than last year.

 

Speaking in Parliament, Radulovic recalled that the Government’s goal was to complete two asphalt layers along the entire Tivat–Jaz section by May 31, before the tourist season. He said this objective had been fully achieved and stressed that the boulevard is safe and operational, provided drivers follow temporary traffic regulations.

 

He noted that traffic conditions will improve compared to both last summer and the period before reconstruction began. The road is Montenegro’s busiest seasonal route, carrying more than 30,000 vehicles daily between Tivat and Budva during peak summer months.

Remaining work includes the final asphalt layer, road signage and equipment, sidewalks, public lighting, and utility installations. The Government aims to complete these works during July without disrupting traffic or compromising safety.

 

Radulovic also announced that the contract for the Budva bypass project is expected to be signed by June 20. Together with the Tivat–Jaz Boulevard, the project is expected to improve access to coastal destinations, reduce congestion, enhance road safety, and support tourism development.

 

Addressing the planned concession of Montenegro’s airports, Radulovic said the Government’s proposal was based on maintaining state ownership of infrastructure, guarantees for airport expansion, and at least €1 billion in direct financial benefits. He noted that the top-ranked bidder, Incheon International Airport Corporation, submitted an offer worth roughly three and a half times more than the minimum tender requirements.

 

The proposal includes a concession fee equal to 35% of the operator’s annual gross revenue, expected to generate at least €600 million over 30 years, as well as a mandatory €300 million investment in the modernization and development of both airports. According to Radulovic, this would provide the state with substantial annual revenues while allowing further investment in other key infrastructure projects.
