Changes to rules for the treatment of online shipments will not apply in Montenegro

Podgorica, (MINA-BUSINESS) – The Customs Administration announced Changes to the European Union’s (EU) customs rules for online shipments valued at up to €150, including the introduction of a €3 customs charge per ordered item, will not apply in Montenegro.

 

“Regarding the announced changes to the EU customs rules effective from 1 July, the Customs Administration would like to inform citizens that these changes do not apply in Montenegro. Montenegro has not amended its national legislation in this area, so the current regulations remain in force without any changes,” the Administration explained.

 

The Customs Administration stated that, as part of the EU’s future customs reform, the European Commission and EU member states decided in November 2025 to abolish the customs duty exemption that previously applied to packages worth up to €150.

 

“As a temporary measure, they decided to introduce a €3 customs charge per ordered item in the EU, effective from 1 July,” the statement said.

 

Removing the €150 threshold is intended to create a level playing field between e-commerce and traditional retail sales, restoring fairness while preserving consumer choice.

 

This temporary arrangement will remain in effect in the EU until July 2028. Once the broader customs reform for e-commerce becomes operational, the standard customs duty rates will apply.
