Adzic: Security situation in Montenegro extremely concerning

Podgorica, (MINA) – The security situation in Montenegro is extremely concerning, and citizens, instead of daily attacks on those who point out systemic failures and the dysfunctionality work methods, expect concrete actions from the most responsible government officials, the Civic Movement URA has announced.
URA official and former Minister of the Interior Filip Adzic assessed that the law on vetting, which would be applicable to both the executive branch and the judiciary, is necessary if Montenegro wants functional and efficient institutions free from the influence of criminal structures.
“For vetting to have full meaning, it is crucial that it be based on objectivity and trust, which can only be ensured through a law that clearly defines procedures and rules that are equal for everyone”, said Adzic.
He added that the “anti-mafia law”, which the URA has repeatedly proposed to the Parliament, is the most powerful tool in the fight against crime and corruption.
“Since it gives the competent authorities unlimited power to control the acquired property”, Adzic said.
He pointed out that the proceedings would be conducted as civil suits, separate from criminal cases, thus placing the burden of proof on the defendant.
“In this way, the work of the authorities would be much easier, costs would be reduced and efficiency would be increased”, Adzic argues.
He added that the new law on criminal procedure would allow judicial authorities enough time to ensure that those accused of most serious crimes, for which long-term prison sentences are imposed, do not leave custody due to delays in issuing first-instance verdicts.
