Podgorica, (MINA-BUSINESS) – The Union of Municipalities of Montenegro (UOM) has published the Handbook for Drafting Local Regulations, authored by Dragan Soc. 

It is the first document of its kind in Montenegro aimed at improving the quality, consistency, and harmonization of local regulations.

The handbook provides practical guidance on the preparation, drafting, and adoption of local documents, including an overview of key legal drafting rules, examples of good practice, and recommendations for enhancing the normative work of local administrations.

““It is intended for employees of local administrations, municipal councillors, and all other stakeholders involved in the preparation and adoption of local regulations,” the UOM said  in a press release.

The UOM Secretary General, Misela Manojlovic, said that the handbook would serve as an important tool for local governments in their efforts to improve the quality of regulations and strengthen legal certainty at the local level. 

She added that in recent years the UOM has worked intensively to strengthen the capacities of local administrations through training, expert support, and the exchange of experiences among municipalities.
