IA: Constitutional amendments needed to strengthen Prosecutorial Council oversight

Podgorica, (MINA) - The Institute Alternative (IA) has submitted an initiative to the Ministry of Justice to change the Constitution in the part regarding the position and competences of the Prosecutorial Council, aimed at strengthening its independence, accountability and institutional balance within the state prosecution system.
According to the press release from the IA, this NGO called on the Ministry of Justice to seriously consider the proposals during the planned constitutional processes, bearing in mind the recommendations of the Venice Commission (VC), international standards and domestic practice.
IA believes that it is necessary to strengthen the non-prosecution part of the Council through constitutional changes, by introducing an absolute majority of votes in the Parliament to elect members from among distinguished legal professionals.
This organization also argues that constitutional changes are needed to prevent the concentration of managerial and supervisory power in one individual and to clearly define the obligation of the prosecutorial Council to ensure the legality of the prosecutorial function.
“The goal of the initiative is not weakening of prosecution, but strengthening its institutional accountability and public trust in its work”, the press release stated.
