RTCG Director General to be appointed by Parliament

Podgorica, (MINA) – The Director General of the public broadcaster RTCG should be appointed by the parliament by a qualified majority, OSCE experts have said in their analysis of the draft laws on media and the public broadcaster.

OSCE Representative on Freedom of the Media Harlem Desir and Head of the OSCE Mission in Montenegro Maryse Daviet have presented to the Montenegrin authorities a legal analysis of the draft law on media and the draft amendments to the law on the national public broadcaster.

According to a press release from the OSCE Mission, the preparation of the legal analysis was commissioned based on a request from the Montenegrin Ministry of Culture.

The analysis was prepared by Davor Glavas, experienced media expert with extensive knowledge of the Montenegrin legislative framework.

“The key points underlined in the document that concerns the Draft law on media include, among other things, the establishment of the Fund for support of media pluralism, the need to clarify the criteria for distribution of financial assistance to media, as well as implementation of provisions on transparency of media ownership,” the press release said.

As far as the Draft law on amendments to the law on the national public broadcaster RTCG is concerned, the expert’s suggestions refer to the need to introduce the model of ‘double management’, which would include the Council and the Supervisory Committee.

“And the Director General should be appointed by a qualified majority in the Parliament,” the press release says.

Ambassador Daviet said that the analysis has been presented to Minister of Culture Aleksandar Bogdanovic.
