Police Administration: Foreign nationals arrested based on victim’s identification

 

Podgorica, (MINA) - Foreign national were arrested and temporarily detained by order of the state prosecutor after M.J. identified them as participants in the October 26 incident in Podgorica, which is a legally prescribed procedural method of collecting evidence, the Police Administration announced.

Clarifying the procedure regarding the arrested following the Zabjelo incident of 26 October, when M.J. was injured with a knife, the Police Administration explained that the Podgorica Security Department initially undertook activities to prevent the escalation of the conflict between a large number of Montenegrin and foreign citizens who had self-organized into groups allegedly for the purpose of violence.

According to the press release, following the Zabjelo incident in which M.J. was injured, several individuals were brought to official premises and from them, including the injured party, information on the circumstances of the event was collected in accordance with the Criminal Procedure Code.

The press release notes that, in this particular case, the basis for the arrest and detention of individuals was a procedural evidence-collection measure – identification of individuals, prescribed by Article 115 of the Criminal Procedure Code of Montenegro, which was carried out by the state prosecutor in accordance with the law.

According to the Police Administration, following the suspects identification, by order of the acting prosecutor, foreign nationals were detained in accordance with the law on suspicion that they had committed the criminal offense of violent behavior.

The police said that, in the further course of prosecutorial-police activities, their officers, by order of the prosecutor, obtained videos from the surveillance cameras, and after detailed analysis it was determined that the suspects did not participate in the incident, and that they did not leave their place of residence during the critical period of time.

This, it is added, confirmed the defense of the arrested and the court released them.

The Police Administration recalls that in the continuation of their activities, the police officers identified all four foreign citizens who participated in the events of October 26.

The Police Administration said that it is undertaking intensive activities to locate two more foreign nationals whose identities are known.
