Podgorica, (MINA) - Members of the parliamentary opposition have submitted an initiative to the Political System, Judiciary and Administration Committee for a control hearing of Minister of Public Administration Maras Dukaj and Kotor Mayor Vladimir Jokic and Kotor Municipal Assembly president Vojin Batuta, regarding the situation in that coastal city.
After the Ministry of Public Administration (MJU) determined that the conditions had been met for the Kotor Municipal Assembly to shorten its mandate, Jokic said that the Ministry’s interpretation contradicts the views of the courts.
In their initiative, the opposition MPs stated that the MJU, with its administrative supervision finding, determined that Article 56 of the Law on Local Government, which stipulates the mandatory election of a mayor within 30 days of the Assembly’s constitution, was violated.
They added that, as a mayor was not elected within the prescribed deadline, the legal requirements for dissolving the Kotor Parliament have been met.
“However, Kotor’s senior officials have informed the public that they do not intend to comply with the Ministry’s findings, nor to comply with the Constitution and the law, which is why we believe it is necessary to hold a control hearing of the minister and the leaders of the Municipality of Kotor”, the initiative states.
