MPs Urged to refrain from voting on new agreement with UAE

Podgorica, (MINA-BUSINESS) – The Institute Alternative (IA) has called on MPs to refrain from voting on the energy agreement with the United Arab Emirates (UAE) until the Constitutional Court delivers a decision on the previous agreement covering tourism and real estate development.

 

IA also called for a review of the provisions of the agreement that exclude the application of national legislation.

  

Parliament is expected today to consider the Bill on the Ratification of the Cooperation Agreement in the Field of Energy between the governments of Montenegro and the UAE. 

 

IA representative Dragana Jacimovic said that, following the previously signed agreement in the tourism sector, this is another agreement that provides exceptions from the application of any competitive procedures, effectively excluding legislation related to concessions, public procurement, public tenders, or any competitive process in implementing the agreement.

 

“MPs have a new agreement with the UAE on the agenda today, although the Constitutional Court has not yet ruled on the constitutionality of the Law ratifying the cooperation agreement in the field of tourism and real estate development between the Government of Montenegro and the UAE,” Jacimovic said.

 

The Constitutional Court held a public hearing on the issue on 15 December.

 

Jacimovic recalled that the European Union (EU) had previously warned that investment cooperation must comply with Union rules.
