Montenegro behind schedule in preparing national version of EU acquis

 

Podgorica, (MINA) - Montenegro is behind schedule in preparing the national version of the EU acquis, and it is necessary to appoint at least 200 experts from all relevant institutions to accelerate the process, which is one of the essential requirements for the EU membership.

This is stated in the Information adopted by the Government on Monday, regarding the need to appoint expert editors to prepare the national version of the acquis.

The document points out that the preparation of a complete, terminologically uniform and legally revised national version of the EU’s primary and secondary legislation is one of the key EU membership requirements, and that Montenegro is behind schedule in this regard.

“Since the beginning of the negotiation process, no legal act of the EU acquis has been fully revised and systematically prepared in accordance with the standards applied in the member states”, the Information states.

The Government noted that it is necessary to prepare nearly 250,000 pages of primary and secondary EU legislation.

“If Montenegro’s EU membership by 2028is the strategic goal, the dynamics of work must be significantly accelerated, and the organization of the process must be clearly standardized. Therefore, it is necessary to provide a sufficient number of highly qualified personnel who will be systematically engaged in the expert editing of the EU acquis, covering both primary and secondary legislation”, the Government states.

According to the document, given the scope and complexity of the EU acquis, the Ministry of European Affairs, in cooperation with the General Secretariat of the Government and the Secretariat for Legislation, will propose the establishment of a team/commission responsible for the expert editing of the EU acquis.
