Stronger alignment of labour supply with the needs of the business sector

Podgorica, (MINA-BUSINESS) – According to the Employment Office, modern trends in Montenegro’s labour market clearly indicate the need for stronger alignment between workforce supply and the needs of the business sector, particularly in the fields of employment, skills development, and competencies aligned with market demands.

 

“This is confirmed by current labour market indicators which, alongside a gradual increase in economic activity, simultaneously reveal structural weaknesses in terms of the employability of the domestic workforce and the availability of adequate profiles,” this year’s Work Programme of the Employment Office states.

 

Therefore, the priority in the coming period is to direct resources towards increasing employability, developing qualified human resources, and removing barriers to entering the labour market. 

 

In this context, active labor market measures are a key instrument through which the Employment Office contributes to job creation and the development of a competent workforce.

 

“Given that the success of programme activities is largely linked to employers’ willingness to take responsibility for hiring programme participants, the planned activities are based on the concrete needs of local labour markets and the development priorities of the municipalities in which they are implemented. In this way, the sustainability of employment for programme participants is ensured even after the expiration of subsidized support,” the document states.

 

In line with last year’s programme results, as well as recommendations from the implementation of the Youth Guarantee 2024–2026, the application of flexible, modular solutions is planned, particularly in work with young NEET individuals, with a focus on practical competencies, transition into the labour market, and strengthening social inclusion.
