Opposition: Parliamentary majority turning Parliament into improvisation and systematically undermining it

 

Podgorica, (MINA) – The ruling majority has turned the parliament into an “improvisation” and has been systematically undermining it, the opposition MPs assessed, adding that they will not agree to political agreements in the future and will insist on the strict application of the Parliament’s Rules of Procedure. 

Head of the Social Democrats parliamentary group Boris Mugosa said during the Parliament session on Wednesday that violations of the Rules of Procedure continued, reminding that it is not merely an internal act of the Parliament but a constitutional category.

He stated that laws which have been in the parliamentary procedure for the envisaged 15 days are being placed on the agenda.

Mugosa recalled that there had been an agreement for the Government to inform the opposition about laws that should be adopted as part of the European agenda.

According to him, on February 27, the government submitted information about these laws to the parliament, but the opposition did not know learn about it until March 10.

Mugosa also criticized the expansion of the agenda from March 6, when the Government proposed an additional 21 laws.

“It was said that all the laws had been harmonized with the European Union, but only six of those 21 laws actually were”, Mugosa said, assessing that the European integration process is being misused.

He also said that the opposition requested that, even under urgent procedures, there should be at least seven days provided to consider a law, but that this agreement had been violated.

Democratic Party of Socialists (DPS) MP Aleksandra Vukovic Kuc criticized the way the Parliament of Montenegro operates, stating that it has been turned into an “improvisation” and that it is being systematically undermined.

Deputy Speaker Mirsad Nurkovic explained that the Government submitted 22 laws to be included in the agenda, but that, pending an opinion from the European Commission, only six laws are currently ready for discussion.

“We have opinions on six laws and only those will be discussed, the others will not be discussed until the opinions arrive”, said Nurkovic, adding that he does not see anything controversial in that.

Europe Now Movement MP Vasilije Carapic said that the laws marked with a “blue flag” were adopted under an urgent procedure in accordance with the Rules of Procedure.

He said that the agreement on the urgent adoption of the law existed earlier and that all parliamentary groups had access to the six laws that will be discussed.

Carapic claims that the change in the opposition’s attitude towards European integration is connected with “certain circumstances affecting political and party activities of the opposition”.
