Podgorica, (MINA-BUSINESS) – Games of chance operators have expressed dissatisfaction over the announced amendments to the Law on Games of Chance and the Personal Income Tax Law, whose adoption is expected by the end of April or the beginning of May.
At a meeting of the Group of Games of Chance Operators within the Chamber of Commerce (PKCG), they said that the proposed changes are coming too soon after the latest amendments to the Personal Income Tax Law came into force.
Given that they include replacing the progressive tax rate with a flat 12 percent rate, they said the changes should have been preceded by a public consultation, as they introduce significant changes for players.
“It is unacceptable to change the tax rate from progressive to flat without a public consultation and impact analysis,” the operators said.
It was stated at the meeting that discussions with the Ministry of Finance, which proposed the amendments, are under way, and that options are being considered to retain a tax-free threshold for virtual games.
