New management model sought for the .me national domain

Podgorica, (MINA-BUSINESS) – The Government announced that the public call for the selection of the registration agent for the national .me internet domain will be annulled, and it will be necessary to define a new institutional and operational management model.

 

The commission in charge of launching and implementing the public call concluded that significantly changed circumstances had arisen compared to the time when the public call was issued, meaning that continuing the procedure under the conditions and circumstances from 2023 would not ensure adequate protection of the public interest, regulatory requirements, cybersecurity issues, and the planned new management model for the .me national internet domain as critical information infrastructure.

 

According to the Report on the Results of the Public Call for the Selection of the Registration Agent for the .me National Internet Domain, together with the proposal for its management model, adopted by the Government today, the legal basis for annulling the public call derives from a provision stating that the Commission reserves the right at any time to withdraw from decision-making regarding the public call or declare the procedure unsuccessful.

 

The legal basis is also contained in a provision stating that the Commission has the right to suspend the procedure or declare it unsuccessful, without any obligation to compensate participants.

 

“Due to the passage of time and changed circumstances, the submitted bids no longer meet the formal requirements prescribed by the public call and related documentation, including the validity of financial security instruments,” the report states.

 

Based on those provisions, and taking into account the fact that the submitted bids no longer meet the formal requirements prescribed by the public call, including the validity of financial security instruments, the Commission unanimously concluded that there is a solid legal basis for annulling the public call and proposed that the Government cancel the procedure.
