Mugosa: Ruling majority is deliberately obstructing the closing of chapters

Podgorica, (MINA-BUSINESS) – President of the European Alliance parliamentary club Boris Mugosa said that the parliamentary majority is continuing to deliberately hinder the EU integration process by obstructing the establishment of the Fiscal Council, because of its intention to politicize every institution.
He stated that the parliamentary the majority has obstructed the establishment of the Fiscal Council for the fourth time in the past three years, even though this is a concrete benchmark for closing negotiation Chapter 17.
“In this way, the majority continues to deliberately slow down the EU integration process because of their desire to politicize every institution, that is, to subordinate it to their party interests,” Mugosa said.
According to him, the Fiscal Council is a very important body that should objectively oversee the stability and sustainability of public finances.
“The Fiscal Council gives opinions on the impact of proposed laws or other regulations on the stability of public finances, on the proposal of the Fiscal Strategy, on the annual law on the final state budget account, and opinions on the implementation of fiscal responsibility criteria, as well as on the proposed budget law,” Mugosa said.
The Fiscal Council also analyzes macroeconomic and fiscal trends, fiscal risks, and the effects of the pension and healthcare systems, planned and granted concessions, planned and concluded public-private partnership contracts, as well as the operations of municipalities and companies in which the state or municipalities hold a majority ownership stake, on the sustainability of public finances and the implementation of fiscal responsibility criteria.
