Milatovic returns Law on ANB to Parliament for reconsideration

Podgorica, (MINA) – President Jakov Milatovic has returned the Law on the National Security Agency (ANB) to the Parliament for reconsideration, citing disputed provisions on secret surveillance measures.
The Parliament passed the Law on ANB at its session on March 6.
In his explanation to the Parliament, Milatovic stated that he fully supports the improvement of the normative framework in the security sector, as well as the reform activities carried out by the current ANB leadership.
“In that regard, I welcome the adoption of those legal solutions that will contribute to improving the work of that institution”, said Milatovic.
According to him, the nature of powers regulated by that Law, as well as the justified increased sensitivity of the public, require a special degree of caution and responsibility.
Milatovic pointed out that, bearing in mind the above, and guided by the principle of complete compliance with European standards, it was necessary to highlight the disputed provisions of the adopted law.
“They were rightly flagged by the European Commission (EC) as well as by NGOs working in this field (MANS, Institut Alternativa, HRA and others)”, said Milatovic.
“By returning this law for reconsideration, I am enabling the proposer of the law to address the mentioned normative deficiencies and submit a version to the Parliament that will be fully compliant with the Constitution and European standards”, concluded Milatovic.
