MANS: Authorities must establish who created and approved surveillance plan for Medenica

Podgorica, (MINA) – The Network for the Affirmation of the NGO Sector (MANS) called on the competent institutions to urgently determine who, and on the basis of which assessments, drafted and approved the surveillance plan for Milos Medenica and to clarify who will ultimately bear responsibility for his escape.
MANS said that the monitoring of surveillance measures imposed on Medenica was carried out on the basis of the “Plan of measures and activities aimed at monitoring and acting on the imposed surveillance measure”.
The NGO stated that the office of the director of the Police Administration, Lazar Scepanovic, refused to inform them on whose assessment and by whose order the dynamic of the police visits was determined and who made the decisions in the case that ended with the escape of Medenica under supervision, given that the High Court had not requested checks.
“Instead, the Police Administration only stated that “a plan of measures and activities was drawn up with the aim of monitoring and acting on the imposed surveillance measure”, as well as that the dynamics of the visits “in accordance with the possibilities and capacities of the Podgorica Security Department”, stated MANS.
According to this NGO, such an answer is not an explanation, but an acknowledgment that the police independently planned and carried out the surveillance of Medenica, while still refusing to say who was specifically in charge and responsible.
MANS said that the last visit is particularly indicative – the actions of the police on January 28, the day when it was determined that Medenica was not in the apartment where he was supposed to be.
The NGO added that the submitted documentation raised serious concerns about the manner in which the surveillance was conducted, as dates on several official records were manually altered, while the names of the police officers who drafted them were redacted.
“Except for the meeting at the Prime Minister’s office, where the heads of the executive and judicial authorities “agreed” that “the system is to blame” for Medenica’a escape, to this day we do not have an adequate answer regarding the institutional responsibility for a security failure of this scale”, says the press release.
