HRA to file initiative for constitutionality assessment of laws on internal affairs and ANB

Podgorica, (MINA) – Laws on the National Security Agency and on internal affairs limit human rights and violate international standards, the Human Rights Action (HRA) assessed and announced that they will submit initiatives for their constitutionality assessment after their publication in the Official Gazette.
The Parliament of Montenegro readopted on Thursday amendments to the Law on Internal Affairs and the Law on ANB, after President Jakov Milatovic returned them for reconsideration.
HRA criticized the re-voting of the laws which, as they stated, restrict human rights contrary to international standards and were drafted without democratic procedure and public debate.
“Instead of uniting all forces to achieve necessary progress in the rule of law and democracy for the sake of EU accession, the parties of the ruling majority make concessions to each other and share the cake of power at the expense of human rights and public interest”, HRA said.
