Amendments to the law ensure equal treatment in general taxpayer registration

Podgorica, (MINA-BUSINESS) – The Government has proposed amendments to the Law on Tax Administration, which will ensure equal treatment in the general registration of taxpayers and directly contribute to improving oversight and strengthening fiscal discipline.

 

The proposed amendments envisage a normative improvement of the provisions regulating the obligation of general tax registration for natural persons.

 

“A need has arisen for a comprehensive definition of taxpayers subject to general tax registration in order to ensure legal certainty, equality among all taxpayers, and the consistent application of regulations aimed at establishing a comprehensive record of taxpayers,” the Government said in a press release.

 

The legislative proposal is expected to result in equal treatment in the general registration of taxpayers, both domestic and foreign legal and natural persons, and directly contribute to improved control and monitoring of taxpayers, as well as strengthening fiscal discipline.

 

The Government also adopted a proposal to amend the Constitution of Montenegro, stipulating that the Central Bank (CBCG) will remain an independent and autonomous institution accountable to Parliament, managed by the CBCG Council and headed by the Governor, while a separate law will regulate the CBCG.

 

“This approach allows the Constitution to be amended in the context of meeting obligations on the path toward European Union (EU) integration under closing benchmark 2 in Negotiating Chapter 17 – Economic and Monetary Union, while the primary objective of maintaining price stability by the CBCG remains explicitly defined by the Law on the CBCG,” the press release reads.
